DPDP Action Sheet

Use this before your next workflow goes live. It keeps the useful parts visible and turns DPDP into checks your team can actually answer.

For DPDP Compliance for Hostels and PGs, the DPDP question is how personal data enters the workflow, where it is stored, which tools touch it, what purpose was explained, and how deletion or withdrawal will work.

1. Lead Forms

Check:

  • What data are you collecting?
  • Is the purpose clear at the point of collection?
  • Is marketing consent separate from service communication?
  • Can the user withdraw consent later?

Common mistake: one checkbox that silently covers newsletters, sales calls, partner sharing and remarketing.

2. Email and WhatsApp

Check:

  • Who is on the list?
  • Where did consent come from?
  • Is the list imported from a vendor, event, webinar, scrape or old CRM?
  • Can you prove the source of consent?

Common mistake: treating every lead as permanently marketable.

3. Ads and Retargeting

Check:

  • Are pixels or ad platforms receiving identifiable user behavior?
  • Are audiences built from customer lists?
  • Are lookalike or remarketing audiences using personal data?

Common mistake: assuming "the ad platform handles it" means your company has no DPDP responsibility.

4. Website Analytics

Check:

  • Which tools run on the site?
  • Are IP address, device identifiers, session IDs or form fields being captured?
  • Is analytics used only for measurement, or also for profiling and targeting?

Common mistake: installing tools first and asking privacy questions later.

5. Vendor List

Make a quick list:

  • CRM
  • Email platform
  • WhatsApp provider
  • Analytics
  • Ad pixels
  • Form tool
  • Landing page builder
  • Webinar tool

For each vendor, answer: what data goes there, why, who can access it and how deletion works.

6. This Week's Action

Map one campaign from first click to final follow-up. Mark every place personal data is collected, enriched, shared, uploaded or used for targeting.

If your team cannot answer where the data came from and where it goes next, start with a data flow map before rewriting policy copy.

Tenant KYC and Identity Records

Hostels and PGs collect high-risk data including Aadhaar numbers, PAN cards, and permanent home addresses. This information is often collected from students and young professionals. Under DPDP, you must only collect the specific documents required for the rental agreement or local police verification. Storing these documents in unencrypted WhatsApp folders or unlocked physical files creates a significant data breach risk.

Surveillance and Visitor Privacy

CCTV footage is considered personal data under Indian law. If your facility uses cameras in common areas, entries, or exits, you must provide clear notice to all residents. Recording audio or placing cameras in areas where tenants have a reasonable expectation of privacy is a violation. Additionally, visitor logs at the front desk often expose the names and phone numbers of guests to the public. You must implement a system where one visitor cannot see the details of the person who signed in before them.

Mandatory Data Deletion

A major conflict in the PG industry is the indefinite retention of former tenant data. Once a resident moves out and the security deposit is settled, you no longer have a “legitimate use” for their sensitive ID proofs. You must establish a schedule to shred physical documents and delete digital scans of former tenants. Keeping these records for future marketing or internal “blacklists” without specific consent is prohibited.

This week

Walk through your facility and identify every location where tenant ID copies are stored. Shred any paper documents for tenants who moved out more than 12 months ago. Move digital ID photos from staff mobile phones to a single, password-protected folder on a secure cloud drive.

Frequently asked questions

Can I share tenant data with other PG owners to blacklist 'bad' tenants?

No. Sharing personal data for blacklisting without explicit consent or a legal mandate violates DPDP rules. Data can only be used for the specific purpose the tenant agreed to during onboarding.

Is my security guard’s paper register compliant with DPDP?

If the register is left open for any visitor to see previous names and phone numbers, it is not compliant. You must ensure visitor data is kept confidential, either through a digital log or by covering previous entries.

How long can I keep a tenant's Aadhaar copy after they move out?

You must delete or return the data once the purpose is fulfilled. This usually means after the final settlement of the security deposit and completion of mandatory police verification records.
